The Registry is European Commission infrastructure. It is not a product database, not a marketplace, and not the passport itself. This page states what it holds, because most of what is written about it describes something else.
The European Commission. The Registry is established under the Ecodesign for Sustainable Products Regulation and operated centrally by the Commission, not by a member state, a standards body or a commercial provider. yellow3 does not operate it, and no supplier does.

Identifiers and registration data, and high-level metadata about the product and the economic operator responsible for it. In practice that means the unique identifiers a passport is found by, and enough registration information for an authority to know who is accountable and where to look.
The passport itself. The substance - material composition, durability, repairability, supply-chain evidence, documentation - stays with the economic operator or the provider hosting the passport on their behalf. The Registry is the index, not the record.
This distinction is the one most commonly lost. An organisation that has registered an identifier has not thereby published a passport, and a provider that can write to the Registry has not thereby demonstrated it can produce the evidence a passport must carry.
Registry connectivity is a necessary capability and a weak differentiator: it says a provider can register an identifier, not that it can assemble, substantiate and maintain what sits behind one. The harder questions are about evidence, provenance and what happens when a claim is challenged.
